Shrnutí:This research was aimed at studying the state of state personnel policy in Russia and extrapolating the future state of the country’s labor potential. The objectives of the study were to study the state of the economy and analyze changes in the labor market from the 1990 s, when the socio-economic development of society was slowed down as a result of irrational use of human resources of the country, to the present time, when the labor market is adapting to the market economy. Research methods include comparative, system analysis, abstract-logical, economic-statistical, sociological. The main research results are: analysis of the implementation of the state personnel policy should start from the study of measures developed at the federal level to improve the efficient, ensure of labor resources, the activation of the employment policy, creating a system of state social support for unemployed citizens. The study focused on the Russian Concept of State Personnel Policy, which was developed in 2001. However, the Concept was never adopted. Currently, it is necessary to create a unified legal and conceptual framework for the effective implementation of the state personnel policy
