But largest fluctuation of signal is created by ionosphera. One of distribution laws (Nakagami, normal distribution law, Rayleigh and Rice-most common situations) characterize Ionosphere's fluctuations. For solve this problem supposed to using of adapting control system, based on Flight Control Center. At working this system there exist probability of making type I and type II errors during salvation of identification problems.
